New build posts fine, but no display until I reseat the GPU on every cold boot

Fresh build: Ryzen 5 7600, B650, RTX 4060, 650W PSU. After a full cold boot (PSU switch off overnight) I get fans spinning, no display, and the motherboard VGA debug LED stays lit. If I power down, reseat the GPU, and try again, it posts perfectly and runs all day with zero issues.

Already tried: reseating RAM, updating BIOS to latest, swapping the DP cable, clearing CMOS. Both the PCIe slot latch and the power cable feel fully seated. Is this a flaky riser/slot, a PSU cold-start issue, or something dumb I'm missing? Don't want to RMA the wrong part.

Classic symptom of EXPO/DOCP being a touch too aggressive for a cold start even though it's stable once warm. Before you RMA anything, try dropping the memory to JEDEC (no EXPO) and do a few cold boots. If it posts every time, slowly re-tighten — usually it's the memory training, not the GPU.

Disabling EXPO and turning 'Power Down Mode' off in BIOS fixed it — 6 clean cold boots in a row now. Re-enabled EXPO afterward and it's still fine. Wild that it presented as a GPU issue. Thank you, you saved me an unnecessary RMA.
