New build won't POST - VGA debug LED on motherboard

Just finished building a PC for a friend and it won't POST. The VGA debug LED on the motherboard stays solid.
Specs:
- Ryzen 7 7700X
- MSI B650 Tomahawk
- RTX 4070 SUPER (Gigabyte Gaming OC)
- 32GB DDR5-6000
What I've tried:
- Reseated the GPU
- Tried different PCIe slot
- Checked 8-pin and 6+2 power connectors
- Tested with a known-good 4060 Ti - same LED
Monitor connected via DisplayPort. Both GPU fans spin when powered on. Any ideas?
